Ottawa City Council approved the rezoning for the proposed development at 560 Hazeldean Road on October 8. The City now describes plans for 347 homes, combining detached houses, townhomes and apartment-style housing. Its update also identifies work that must happen before construction can begin: required site work and updated floodplain mapping. City Council update, October 8.

That gives nearby buyers and owners a clearer milestone to work with. The project has moved beyond committee consideration, but the decision does not establish when finished homes will be available.

What changed this week

The Planning and Housing Committee supported the zoning amendment on October 7. Council followed the next day. The committee described the location as the driving-range site on Hazeldean Road near Mantra Street in Stittsville. City committee update, October 7.

The application history identifies the property as 560 Hazeldean Road, the Kevin Haime Golf Centre site, and names Regional Group / EQ Homes as the proponent. The zoning file is D02-02-25-0059, with related subdivision file D07-16-25-0014. Councillor's application history.

Why earlier descriptions said 98 homes

The earlier application summary described 98 detached and townhouse dwellings: 50 detached houses and 48 townhouses. It separately identified a northern block along Hazeldean for future residential or mixed-use development, with a later site-plan application.

The October City summaries describe 347 planned homes across all three housing types. These figures have different scopes. The 98-home description should not be presented as the latest overall project total, and the two numbers should not be added together. We have not inferred an exact apartment count from the difference. Earlier application description.

What still matters before homes arrive

The October 8 release says the amendment would preserve open space beside the Carp River and support future connecting pathways. It also says construction must wait for the required site work and floodplain-map updates. Those are material qualifications when reading a headline about approval. Council's project summary.

Ottawa's housing dashboard distinguishes zoning decisions from detailed development approvals, building permits, construction starts and completions. A zoning change addresses what development is permitted; a building permit authorizes construction. Counting the same proposed homes at successive stages would overstate supply. City definitions.

For this property, the useful next records are the final planning documents, evidence that the stated prerequisites have been met, subsequent permit records and a documented construction start. This article does not establish the amendment's appeal status, permit issuance or a delivery schedule.

How to use this when considering a nearby home

Start with the actual property and the current plan. Check where proposed buildings, roads and pathways sit relative to the home being considered. Separate drawings submitted with an application from plans approved later; retain the date and file number when comparing versions.

Then assess existing resale alternatives by property type, tenure and location. A proposed dwelling count does not establish future asking prices or a change in neighbouring property values. Anyone comparing a home near Hazeldean with another part of Stittsville needs evidence about those properties and their immediate surroundings.

The next useful update will identify the next documented milestone and explain what it changes for this site.
